And just so we're clear, Anything Goes for negotiations does have a few stipulations
You can negotiate Garnets, you can negotiate who you'll pick in the Death Match, an "I'll let you through next time", you can negotiate in-game money, You can offer goods that you are attempting to smuggle through.
However, you cannot trade goods once they have already been smuggled. They are considered already sold and are only "kept" for purposes of figuring out who has the most at the end.
All in-game deals must be adhered to, that is those regarding to Garnets, money or "goods". However, promises such as "I won't pick you for the Death Match" or "I'll let you through next time" may be broken.
Lastly, If you promise someone a good in the bag that you don't actually have (or have enough of), that deal may also fall through.
For example, you attempt to bribe the officer saying "You can have 2 Grain if you let it through" is allowable, but if there isn't any grain, then tough luck for the officer.
