Well there are no chips (except for antes) so a raise to 3 = an initial bet of 3. as far as I understand.

We can scrap this hand for confusion.
To make things clearer:
The initial bet is called a BET. The antes are not included in any of these so a bet of 3 is putting in 3 chips.
A raise means you are raising by the amount specified. If you say Raise 3, you are putting in equal chips to your opponents bet, Plus 3.
i.e don't say "raise TO X" because that makes things confusing.
